Dr. Francis provides consulting care for youth 0-17 with neurodevelopmental concerns, including suspected or diagnosed ADHD, Autism, Developmental Delay, FASD, DCD, Tic Disorders, and Cognitive or Learning Disabilities. All patients must be referred by another health care provider (physician, nurse practitioner, or midwife). New patients can be referred up to their 17th birthday.


While some neurodevelopmental disorders can be diagnosed directly by Dr. Francis, some cannot and will require referral for formal standardised testing (eg. Intellectual & Learning Disabilities, Autism, FASD). In this case, Dr. Francis can screen for other medical conditions and make referrals as appropriate. It's important to know that Dr. Francis is a Qualified Specialist in BC to diagnose Autism, and is the Consulting Paediatrician for the Nanaimo VICAN team, and so is in an excellent position to determine your child's eligibility for these assessments, as well as make recommendations for support and treatment while awaiting formal diagnostic testing.

Dr. Francis does not provide routine healthcare, immunizations, or "checkups". These services are generally provided by a family physician or nurse practitioner. If you are having difficulty finding a primary care provider, call HealthLink BC at 8-1-1.


Our office does not provide emergency or after hours care.  For urgent care concerns, you should contact your family physician or, in an emergency, call 9-1-1 or proceed to the nearest Emergency Room.

Oceanview Paediatrics has expanded to provide wrap around services to children and families affected by a variety of neurodevelopmental issues. In addition to Dr. Francis, we have two private Registered Clinical Counsellors with a wealth of experience and skill to support individuals and families. We are also partnered with Salish Sea Behaviour Consulting who provide friendship groups for children of all ages and abilities to increase their confidence and skill in social situations.
